Scope and Content of the Records

The Records, 1947, 1970-1979, of the AFL-CIO C.O.P.E. Area 3 consist primarily of correspondence and printed material generated by the state labor federations in Florida, Georgia, Kentucky, North Carolina, and South Carolina and West Virginia. The bulk of these documents pertain to the national political campaigns of 1972 and 1976. The material dated 1947-1957 consists of congressional voting records gathered and printed by the national C.O.P.E. There is also a series of field reports and activity plans sent from Dowler to Barkan between the years 1972-1976. The remainder of the collection includes correspondence and printed material relating to the AFL-CIO executive council, the AFL-CIO Region VI (Atlanta), and the National Council of Senior Citizens.


Historical Note

The AFL-CIO C.O.P.E. Area 3 covers the region comprising Georgia, Kentucky, North Carolina, South Carolina, and West Virginia. Clement Dowler has been director of C.O.P.E. Area 3 since 1969. He formerly served as Associate Director of the Senior Aides program for the National Council of Senior Citizens. Dowler was an official with the Textile Workers Union of America.

Alexander Barkan was C.O.P.E. national director from 1963-1982.
